Keep the cover page minimal. It signals professionalism before the client reads a word. Your logo, their name, the project name, and an expiry date (which subtly creates urgency) are everything you need.


2. Problem Summary

This is the most important section and the one most freelancers skip or underwrite. Two to four sentences that prove you listened. Don't describe what you're going to do — describe what the client's situation is and what's at stake if it doesn't get fixed.

Example:

"Parkview Dental is currently running two separate booking systems that don't sync, resulting in double-bookings roughly three times per week. This costs the practice around 90 minutes of admin time per incident and has generated three complaints in the past quarter. The underlying issue is that the existing website wasn't designed to connect with your newer practice management software — the redesign needs to solve this integration first, with patient experience improvements as the secondary goal."

Notice: this says nothing about what the freelancer will deliver. It shows they understood the brief well enough to articulate the problem better than the client might have. That one move separates most proposals that win from the ones that don't.


3. Proposed Approach

Two to five short paragraphs describing how you'll approach the project. Not a task list — a way of thinking. What will you do first and why? What will you prioritise? What's your decision-making framework?

Example (for a website project):

"I'll start with a two-hour discovery session to audit the existing booking flow and document all the integration touchpoints between the site and your Dentally account. The redesign will be built in Webflow — which connects natively to Dentally via Zapier, removing the need for custom code that's expensive to maintain. I'll design for conversion-first (booking completions) rather than aesthetics-first, because the data shows most patients leave the site at the booking step, not the homepage."

4. Scope of Deliverables

A bullet list of exactly what you will deliver, followed by a short "out of scope" list. Out-of-scope items prevent the most common source of freelance disputes.
